A meeting of the Chairs' Committee will be held at 10:00 a.m. on Friday 29th May 2009 at Endeavour House, Exeter to consider the following matters.

Any papers listed as "to follow", urgent items or supplementary papers will be made available as soon as possible and in any event at least 30 minutes before the start of the meeting.

Meeting minutes

  1. Apologies for Absence
    To receive apologies for absence from Members unable to attend the meeting.
  2. Declarations of Interest
    To receive any declarations from Members / Officers of personal and / or prejudicial interests in respect of matters for consideration at this meeting, together with the appropriate statement on the nature of any such declared interests which are required to be published in the minutes of this meeting.
  3. Items Requiring Urgent Attention
    Items which in the opinion of the Chairman should be considered by the meeting as a matter of urgency.
  4. Minutes
    To confirm the minutes of the meeting held on 9th April 2009.
  5. Involvement of Independent Standards Committee Members
    The Standards Committee would like to become more pro-active in its work to promote high standards of ethical behaviour. This includes ensuring that the Independent Members of the Standards Committee are provided with information and opportunities to maintain a good standard of knowledge of the work of the Authority. This agenda item is to raise the awareness of the Chairs' Committee of the various issues involved in this work.

  7. Job and Grading Report?
    To consider and comment on the Authority's Task and Finish Group's recommendations on the Job and Grading Initiative. To follow.
  8. Update in respect of the Devon & Cornwall Constabulary Core Delivery Programme
    These reports provide an update on key components of the programme including, within the Mercury update, a progress report on the procurement process, a general overview of the May Programme Plan and an update on the Change Management and Benefits Realisation Activities.
  9. Chief Officer PDR Related Bonuses
    To consider bonus payment arrangements for Chief Officers. To follow.
  10. Performance Rewards for Directors
    To consider performance rewards for Directors. To follow.
  11. Forfeiture of Police Pensions
    Under police pension regulations, in certain circumstances, a police authority may determine forfeiture of a police officer's pension where that officer has been convicted of a serious offence.
    This item will suggest a process to be followed by the Authority to deal with these circumstances and seek the Committee's approval to commence such proceedings against two former officers. To follow.

    Update in relation to the suspended Chief Executive.
  13. Statement from the Treasurer
    Verbal update for Members from the Treasurer.
