A special meeting of the Corporate Governance Committee, which you are requested to attend, will be held on 4 March 2010 in the Conference Room, Devon & Cornwall Police Authority, Endeavour House, Woodwater Park, Exeter starting at 10:30hrs to consider the items detailed on the Agenda given below.
Any papers listed as "to follow", urgent items or supplementary papers will be made available as soon as possible and in any event at least 30 minutes before the start of the meeting.

- Treasury Management
The Treasury Management Policy, Treasury Management Practices including detailed schedules and the Annual Treasury Management Strategy were originally discussed at the Corporate Governance Committee on 10 February 2010. Following a detailed discussion it was concluded that although the general principles contained in all three documents were sound there were a number of detailed points that required clarification or correction. The Authority meeting on 12 February accordingly resolved to delegate approval of the Treasury Management Policy and Practices and the Treasury Management Strategy to the Corporate Governance Committee. The detailed points have now been addressed and the documents are presented to the committee for agreement and adoption.

- Authority's Risk Register
This report highlights recent changes to the Authority Risk Register and presents the Risk Register to the Committee for information. To Follow
- Force Risk Register
This report outlines the process for updating and maintaining the Force Corporate Risk Register and provides members with a copy of the current document for information. To follow
- Risk Maturity Survey Results
A presentation by the Head of Internal Audit which will provide information about perceptions and the reality of the Authority's risk management arrangements. The Committee will be asked to consider and indicate the target level for risk maturity and activity.
- Assurance Mapping
A presentation by the Head of Internal Audit which will provide information about the technique of assurance mapping and how it can support the work of corporate governance.
- Annual Assurance Statement
This report introduces the Draft Force Annual Assurance Statement that has been produced on behalf of the Chief Officer Group (COG), having reviewed the governance systems in place within the Constabulary in support of the Authority's Annual Governance Statement. The Corporate Governance Committee are invited to review and comment on the Draft document. Comments can then be included in the final document.

- Outline Internal Audit Plan 2010 onwards
An outline annual audit plan is presented to Members for consideration by this Committee and to note the level and nature of audit resources available to deliver it. Internal audit activity follows a risk based approach as mandated by IIA-UK and CIPFA professional standards and codes of practice. The plan draws from the latest available Authority and Force risk information.

- Indemnity Policy
The Authority's policy regarding indemnity has been reviewed in order to make sure that appropriate cover can be provided to Members working within the regional collaboration framework and also to the various independent members appointed by the Authority to serve on the Standards Committee and on misconduct panels. To follow
- Reports & Inspections Process - Committee Oversight
This report reminds Members of the process for the Police Authority receiving and considering Her Majesty's Inspectorate of Constabulary (HMIC) reports and advises the Committee of a key HMIC report expected shortly.

- ICT Service Management Department Update Report for ICT Service Management Department Business Continuity Planning
In 2009 the Police Authority commissioned an audit of the Business Continuity Planning processes and activities within the Force ICT Service Management Department. The audit was carried out in October 2009 by Simon Lord of Cornwall County Council, and overseen by Ed Wardle Head of Internal Audit at Devon and Cornwall Police Authority. The report recommendations were agreed by the Force for progression. An action plan has been drawn up and is reported on a regular basis within the Force Organisation Learning Database.
