Corporate Governance Committee

A meeting of the Corporate Governance Committee which you are requested to attend will be held on Tuesday 16 September 2008 at 10.00am in the Conference Room, Devon & Cornwall Police Authority, Endeavour House, Woodwater Park, Exeter to consider the items as detailed on the Agenda given below.

Any papers listed as "to follow", urgent items or supplementary papers will be made available as soon as possible and in any event at least 30 minutes before the start of the meeting.

Opening Sessions

  1. Apologies
    To receive apologies for absence from Members unable to attend the meeting.
  2. Declarations of Interests
    To receive any declarations from Members / Officers of personal and / or prejudicial interest in respect of matters for consideration at this meeting, together with the appropriate statement on the nature of any such declared interests.

    To confirm the minutes of the meetings held on 11 June 2008 as a correct record.
  5. Annual Governance Letter
    The District Auditor issues an annual governance letter regarding the way in which the Authority conducts its business.
  6. Standing Orders
    Clarifies standing order 22(2) which refers to starred minutes and proposes an additional standing order 22(3) No discussion will be allowed in relation to any starred minute and any question may only be asked in accordance with the provisions of SO 6.?

    Proposes revised Standing Orders for contracts.

  8. Police Authority Risk Management
    Two significant developments have taken place since the June meeting of the Corporate Governance Committee. One is the preparation of a Risk management Policy for the Police Authority, the other the revision and re-formatting of the Police Authority's Risk Register. Both are presented here for Members' consideration.

  10. Financial Regulations and the Use of Consultants
    This report proposes that Financial regulations be amended as in the appendix to the report to provide the balance between management flexibility and member overview.

  11. Strategic Partnerships Governance
    Proposes that members note the progress so far on the review of strategic partnerships
    that members agree the contents list for the proposed Partnership Strategy and the timetable for its preparation.

  12. Recent HMIC Inspection Reports
    This report reminds Members of the process for the Police Authority receiving and considering Her Majesty's Inspectorate of Constabulary (HMIC) reports and advises the Committee on several HMIC reports received recently.

    This is a presentation that provides information about the 'Data Handling Procedures in Government' report by Robert Hannigan and the subsequent impact on data handling and data security within the Constabulary.
  15. Update on Progress of Firearms Computerised Inventory
    An update on progress toward implementation of an asset management system for operational firearms. Report to follow.
  16. Briefing Paper - Anti-Corruption & Intelligence Unit report for the Police Authority Governance Committee 16/09/08
    This paper relates to providing data and information on Anti Corruption Intelligence Unit (ACIU) Intelligence volumes, investigation techniques, other work undertaken by ACIU and current investigations.? Report to follow.
