Corporate Governance Committee

A meeting of the Corporate Governance Committee which you are requested to attend will be held on Wednesday 17 May 2006 at 10.00hrs in the Conference Room, Devon & Cornwall Police Authority, Endeavour House, Woodwater Park, Exeter to consider the items as detailed on the Agenda given below.

Any papers listed as "to follow", urgent items or supplementary papers will be made available as soon as possible and in any event at least 30 minutes before the start of the meeting.

    To receive any declarations from Members / Officers of personal and / or prejudicial interest in respect of matters for consideration at this meeting, together with the appropriate statement on the nature of any such declared interests.

    To confirm the minutes of the meeting held on 22 March 2006 as a correct record.
  7. The Definition Of The Term "Corporate Governance And The Role Of The Committee
    The Committee to have a discussion about the definition of the term "corporate governance" and the role of the Committee.
  8. The Composition of the Corporate Governance Committee
    Following the discussions at Agenda No 7 above, the Committee is invited to discuss whether the size of the Committee, currently 5 Members, is appropriate.
  9. Corporate Governance
    This report presents and opportunity to reflect on the importance of effective corporate governance in the light of what can happen if it goes wrong
  10. Statement of Internal Control
    The Authority is required to make a Statement of Internal Control as part of its accounts. The draft Statement is presented for the Committee's consideration and approval. Report to Follow
  11. Internal Audit Report on Bank Reconciliation
    Devon Audit Service reviewed the systems pertaining to the bank reconciliation in January 2006. An opinion was formed based on an evaluation of system controls and the supporting documentation. The Summary Opinion is contained in the report, with an Assurance Opinion for each of the control objectives reviewed
  12. External Auditor
    The Committee is invited to consider a letter from the Audit Commission regarding the appointment of a District Auditor as the External Auditor for the Authority.
  13. The Decision Making Process for Property Matters
    The Committee to discuss the decision making process particularly with regard to property matters.
  14. The Authority's Processing of Matters Concerned with the Work of Regulatory Bodies
    The Committee to discuss the way in which it processes matters concerned with the work of Regulatory Bodies

  16. Annual Internal Audit Report 2005/06
    This final report for 2005-2006 identifies and outlines the nature of internal audit work undertaken during the year, summarises work not previously reported and gives an overall opinion on the adequacy of the control environment.
  17. Response to Internal Audit Report on Firearms
    The Head of Finance will update the Committee, in an oral report, regarding the implementation of audit report recommendations on Firearms Asset Management.
