A meeting of the Human Resources Committee will be held on 16 September 2009 at 10:30hrs in the Conference Room, Devon and Cornwall Police Authority, Endeavour House, Woodwater Park, Exeter, to consider the items as detailed on the Agenda given below.

This meeting will be broadcast live on the Internet and recorded for future viewing.

Any papers listed as "to follow", urgent items or supplementary papers will be made available as soon as possible and in any event at least 30 minutes before the start of the meeting.

  7. Director of Human Resources Update Report
    The Director of Human Resources will provide an update on important items that have arisen since the Committee papers were prepared.
  8. Proposed Restructuring of the HR Function
    This report provides a progress update on the planned restructure of the HR Directorate and the people management arrangements for the Force.
  9. HMIC Inspection of Human Resources
    In November 2008 Her Majesty's Inspectorate of Constabulary (HMIC) carried out a follow up inspection of the human resource function (excluding Learning and Development) of Devon and Cornwall Constabulary. The report provided an assessment grading of 'Fair'.? This is defined as "delivery of an acceptable level of service" and is an improvement on the previous inspection grading of 'Poor' in March 2006. The inspection identified a number of strengths, work in progress items, and areas for improvement.? These have been reviewed and an action plan developed. The report provides background information and details of the recommendations.

  10. People Strategy
    A key component of the overall 2012 vision to become a top performing force is the development and implementation of a people strategy. The people strategy is one of the initial three key business strategies, which underpin the delivery of 2012 vision (the other two are the operational policing strategy and the public service strategy). This report presents the high level action plans and proposed performance scorecard approach as related to the people strategy.

  11. Ill Health Retirement and Injury Awards Police Officers
    This report provides information on the process to be followed for Police Authority meetings held to consider Medical/Ill Health Retirements and Injury Awards. To follow
  12. Recruitment and retention of Black and Minority Ethnic (BME) Officers and Staff
    This report outlines the progress to date and the current work being undertaken to increase the recruitment and retention of black and minority ethnic people from within our neighbourhoods to achieve a workforce that is representative of our communities. The progression of BME officers is also covered.
  13. Performance Indicators for Human Resources
    This report provides an analysis and initial commentary on the latest HR performance indicators.
