A meeting of the Human Resources Committee, which you are requested to attend, will be held on Wednesday 18 January 2006 at 1000hrs in the Conference Room, Devon and Cornwall Police Authority, Endeavour House, Woodwater Park, Exeter, to consider the items as detailed on the Agenda given below.

  1. Apologies for Absence
    To receive apologies for absence from Members unable to attend the meeting.
  2. Declarations of Interests
    To receive any declarations from Members / Officers of personal and / or prejudicial interests in respect of matters for consideration at this meeting, together with the appropriate statement on the nature of any such declared interests.
  3. Minutes (140 KB)
    To confirm the minutes of the meeting held on 7 October 2005 as a correct record.
  4. Recruitment and Retention of Police Officers (125 KB)
    The report provides police officer recruitment and retention data for the current financial year.
  5. Impact of Age Legislation (90 KB)
    The Employment Equality (Age) Regulations 2006 will come into force on 1 October 2006. These regulations will apply to all workers and to people who apply for all work or vocational training. The regulations will prohibit direct or indirect age discrimination as well as harassment or victimisation. This report summarises the preparation undertaken by Human Resources Department, indicates the likely impact on staff and describes the work that will be required to fully prepare for implementation
  6. BNP (115 KB)
    Interest has been expressed about the implementation of the ACPO (Association of Chief Police Officers) decision regarding membership of BNP and similar organisations being incompatible with service as a Police Officer or a member of Police Staff. This report describes the application process dealing with these matters
  7. Key Worker Housing
    The issue of key working housing has been raised at the Property Sub Committee. This item provides for a short discussion on the topic.
  8. Implementation of National Race & Diversity Learning and Development Programme
    There will be an oral report by the Head of training and Development on the Implementation of the National Race & Diversity Learning and Development Programme.
  9. HMIC Report of Training Best Value Review
    An oral update will be given on the implementation of the Her Majesty's Inspector of Constabulary (HMIC) recommendations.
  10. Long Term Sickness Profile (173 KB)
    This report provides information about the numbers of Police Officers and Police Staff members who have been continuously absent for 100 days or more.
  11. Business Benefits Arising from the Review of Shift Patterns (93 KB)
    This report provides initial feedback following the review of shift patterns in 2004.
  12. Progress Report on the Authority's Race Equality Scheme (124 KB)
    This report provides an update on the actions taken in connection with the Authority's Race Equality Scheme. Associated documents :

    An oral report regarding the Human Resources Improvement Plan which will include details of the processes undertaken when setting priorities.
