A meeting of the Human Resources Committee, which you are requested to attend, will be held on 21 November 2007 at 10:00hrs in the Conference Room, Devon and Cornwall Police Authority, Endeavour House, Woodwater Park, Exeter, to consider the items as detailed on the Agenda given below.
Any papers listed as "to follow", urgent items or supplementary papers will be made available as soon as possible and in any event at least 30 minutes before the start of the meeting.

Development of Performance Indicators for Human Resources

- Committee Terms of Reference
Work is currently underway to compile a Constitution for the Authority. As part of that work each Committee is being asked to consider its Terms of Reference and make appropriate recommendations to the Authority. The attached report suggests Terms of Reference for the Human Resources Committee for consideration and recommendation to the Police Authority. To Follow
- Best Value Review of Training: Closing Report
This report and appendix (information on each action is provided in Appendix A).provide a final update on the actions identified as part of the Best Value Review of Training 2005.There are ten actions, of which six have been completed and four are now closed.
HR department is developing its own set of internal performance indicators to ensure more robust control over activities. While some of the more detailed indicators will be for use within the Force, others will be important to the Authority in monitoring both the work of the HR function and 'people management' more general within the Force in the context of the report to the last Committee. The report provides the Committee with the opportunity to consider the categories for the development of performance indicators.
Attendance Management - Quarterly Update to September 2007
The report provides the Committee with an update on absence levels within the Force for police officers and staff for the period July to September 2007, detailing any significant trends or issues, as well as outlining those steps that the Human Resources Department has put in place to improve all aspects of managing attendance.
Police Officer Pensions - Retirement on the Grounds of Ill Health and Review of Injury Awards
The report provides an update on the process for Police Officer retirements on the grounds of ill health and the reviews of injury awards for police pensioners. The report requests the Committee to consider recommending the Police Authority to give delegated authority to the Constabulary to take specific decisions in the process.
Exit from Employment
The report advises the Committee of the exit interview process and provides information on the findings from exit interviews.
Diversity Monitoring in the Workplace
Diversity information is becoming increasingly more sought after within the Force in order to demonstrate and ensure fairness and equality in the various aspects of how it operates. This report sets out current monitoring undertaken for Human Resources management activities.
Police Authority Diversity Audits
The Authority has continued undertaking diversity audits of its policies. The audits of the Authority's Harassment and Bullying policy, Member / Officer Protocol and the Independent Custody Visiting scheme form this report which is presented requesting the Committee's endorsement.
Police Authority Harassment and Bullying Policy and Procedure
The report presents a Harassment and Bullying Policy and Procedure for the Committee's endorsement.
Lead Member Reports
The Lead Members for Training and Diversity will provide an oral report on any APA meetings they have attended in their Lead Member role.
