Professional Standards and Complaints Monitoring Committee Meeting - Monday 7 February 2011

A meeting of the Professional Standards and Complaints Monitoring Committee will be held on Monday 7 February 2011, at 14:00 hrs in Conference Room, Endeavour House, Woodwater Park, Pynes Hill, Exeter to which you are requested to attend, to consider the items as detailed on the Agenda given below.

This meeting will be broadcast live on the Internet and recorded for future viewing.

Any papers listed as “to follow”, urgent items or supplementary papers will be made available as soon as possible and in any event at least 30 minutes before the start of the meeting.

Meeting Agenda

  1. Apologies for absence
    To receive apologies for absence from Members unable to attend the meeting.
  2. Declarations of Interest
    To recieve any declarations from Members/Officers of personal and/or prejudicial interests in respect of matters for consideration at this meeting, together with the appropriate statement on the nature of any such declared interests.
  3. Chairman's Announcements
  4. Study of Case Files
    This is an opportunity for Members to provide general feedback, make comments and raise issues arising from the dip sampling session.
  5. Statistics relating to complaints received from the Police Service
    To consider the statistics relating to complaints received by the Police Service for the period April to december 2010. The Head of Professional Standards will provide an oral commentary on the statistics at the meeting.

  6. Independent Police Complaints Commission (IPCC) Report
    The IPCC Commissioner will provide an an oral update on topical issues and matters of interest.
  7. Development of a Complaints Handling and Monitoring Strategy
    To consider the role of the Committee in relation to the Authority's duties regarding complaints handling for both the Force and the Authority with the view to developing a complaints handling and monitoring strategy.

  8. Consideration to exclude the Press and Public from Closed Items
    Items which may be considered by the Committee with only Members of the Police Authority, appropriate Officers and expert advisors present, on the grounds that exempt/confidential information may be disclosed.
  9. Overview of suspended Officer cases and planned Misconduct Hearings
    The Head of Professional Standards will give an oral report providing an overview of suspended Officer cases and planned Misconduct Hearings.
  10. Cross-cutting Themes
    Each Committee is responsible for ensuring that, in respect of the Committee's work, activites and decisions, full and proper consideration is given to the five cross-cutting themes: Performance Management; Equality, Human Rights and Diversity; Environmental Impact and Sustainability; Risk Management; Value for Money. The Proffessional Standards & Complaints Monitoring Committee is invited to discuss its approach to this responsibility.
