Resources Committee Meeting - Friday 18 May 2012

A meeting of the Resources Committee will be held on Friday 18 May 2012, at 10:00 hrs in Conference Room, Devon and Cornwall Police Authority, Endeavour House, Woodwater Park, Pynes Hill, Exeter to which you are requested to attend, to consider the items as detailed on the Agenda given below.

This meeting will be broadcast live on the Internet and recorded for future viewing.

Any papers listed as “to follow”, urgent items or supplementary papers will be made available as soon as possible and in any event at least 30 minutes before the start of the meeting.

  1. Apologies
    To receive apologies for absence from Members unable to attend the meeting.
  2. Declarations of Interests
    To receive any declarations from Members / Officers of personal and / or prejudicial interests in respect of matters for consideration at this meeting, together with the appropriate statement on the nature of any such declared interests.
  3. Chairman’s Announcements
    The Chairman will announce any matters of information for members of the Authority.  There is no discussion and no decisions will be required arising from the announcements.

    To confirm the minutes and review the actions of the last Resources Committee Meeting held on 3 November 2011.

    This report provides assurance to Members of the progress made in relation to the Resources Committee risks.

  6. Financial Monitoring - Report to follow
    This report provides an update on the 2012-13 financial year and the impact on the Medium Term Financial Strategy.  
  7. Treasury Management - Report to follow
    This report informs Members of the treasury management performance and risk management activity for the period 1 April 2012 to 31 March 2012.
  8. Localisation of Council Tax Benefit
    This report briefs members on the localisation of council tax benefit and the potential impact on the funding of policing.

  9. Carbon Management Plan
    In 2010-11 Devon and Cornwall partnered with the Carbon Trust to produce a Carbon Management Plan. This report presents the plan for approval by the Police Authority.

    ii) Budget Working Party (BWP).  There has been no meeting of the BWP since the last meeting of the Resources Committee.  The next meeting will take place at the end of the Seminar at Oakhampton Police Station on 30 September 2011.

    This report updates members on recent procurement activity (including the Crime and Intelligence procurement update).
