Standards Committee Agenda

A meeting of the Standards Committee will be held on Tuesday 1st March 2005 at 2.00pm in the Conference Room, at the Police Authority Offices, Endeavour House, Woodwater Park, Exeter, to consider the items as detailed on the Agenda given below.

Any papers listed as 'to follow', urgent items or supplementary papers will be made available as soon as possible and in any event at least 30 minutes before the start of the meeting.

  1. Apologies for Absence
    To receive apologies for absence from Members unable to attend the meeting.
  2. Declarations of Interests
    To receive any declarations from Members / Officers of personal and / or prejudicial interests in respect of matters for consideration at this meeting, together with the appropriate statement on the nature of any such declared interests.
  3. Local Investigations (56 Kb)
    The Local Government Act 2000 and it’s subsidiary legislation enables Ethical Standards Officers (employed by the Standards Board for England) to refer allegations regarding breaches of the Members’ Code of Conduct to the Monitoring Officer for investigation. Ethical standards officers can also refer completed investigation reports to the Monitoring officer for local determination by the Standards Committee. The booklet 'Local Investigations' Guidance for monitoring officers and standards committees' provides information for monitoring officers on conducting an investigation and for standards committees on conducting hearings and imposing penalties.
  4. Standards Board for England Roadshows 2005 (98 Kb)
    The Standards Board for England are holding a number of roadshows throughout the country and the Authority has the opportunity to send 3 delegates free of charge. The Committee is asked to nominate the attendees.
  5. Committee Terms of Reference - Freedom of Information Requests - Appeals Procedure (75 Kb)
    The Freedom of Information Act 2000 became fully operational in January 2005. This means that any member of the public can ask the Police Authority for any information that the Authority may hold. It is necessary to design a complaints / appeals procedure for non-disclosure of information and it is recommended that the Standards Committee Terms of Reference should be amended to include this role.
