Strategic Planning and Co-Ordination Committee Meeting - Friday 11 February 2011

A meeting of the Strategic Planning and Co-Ordination Committee will be held on Friday 11 February 2011, at 10:00 hrs in Conference Room, Endeavour House, Pynes Hill, Exeter to which you are requested to attend, to consider the items as detailed on the Agenda given below.

Any papers listed as “to follow”, urgent items or supplementary papers will be made available as soon as possible and in any event at least 30 minutes before the start of the meeting.

Meeting Agenda

  1. Apologies for absence
    To receive apologies for absence from Members unable to attend the meetings.
  2. Declarations of interest
    To receive any declarations from Members / Officers of personal and / or prejudicial interests in respect of matters for consideration at this meeting, together with the appropriate statement on the nature of any such declared interests.
  3. Items requiring urgent attention
    Items which in the opinion of the Chairman should be considered at the meeting as a matter of urgency.

    Each Committee is responsible for ensuring that, in repsect of the Committee's work, activities and decisions, full and proper consideration is given to the five cross-cutting themes:

  10. Consideration to exclude the press and public
    Items which may be considered by the Authority with only Members of the Authority, appropriate Officers and expert advisors present, on the grounds that exempt/confidential information may be disclosed. 
  11. Pay and Reward and Strategic Requirements for JE Procurement
    The report outlines the pay and reward strategy for JE procurement and the views expressed by the HR Committee meeting held on 19 January 2011.
  12. Update in respect of the Devon and Cornwall Police 2012 Change Programme
    Update in respect of the Force 2012 Change Programme.
  13. 2012 Change Programme - Update
    Report from the Independent Assessor to the Authority on progress in respect of the 2012 Force Change Programme.

    This item provides an update for Members on the progress of this Project to date.

  17. Planning for the Transition to the Police and Crime Commissioner
    The purpose of this report is to set out some preliminary thoughts on how the Authority needs to respond to the introduction of Police and Crime Commissioners from May 2012.
  18. National Fraud Initiative (NFI): Injury Benefits
    The Committee is asked to consider the legal implications of dealing with overpayment and underpayment errors identified by the National Fraud Initiative.
  19. Ashburton Property Rationalisation
    The Police Authority Resources Committee approved in principle the proposal to rationalise the Ashburton site subject to more detailed costings.  The report makes recommendations for the completion of the project.
  20. Consideration of the Police Authority Budget
    The purpose of this report is to provide further information on the areas raised in discussion at the recent Police Authority seminar.
