Strategic Planning and Co-Ordination Committee Meeting - Tuesday 15 May 2012

A meeting of the Strategic Planning and Co-Ordination Committee will be held on Tuesday 15 May 2012, at 10:00 hrs in Conference Room, Devon and Cornwall Police Authority, Endeavour House, Woodwater Park, Pynes Hill, Exeter to which you are requested to attend, to consider the items as detailed on the Agenda given below.

Any papers listed as “to follow”, urgent items or supplementary papers will be made available as soon as possible and in any event at least 30 minutes before the start of the meeting.

Meeting Agenda

  1. Apologies for Absence
    To receive apologies for absence from Members unable to attend the meeting.
  2. Declarations of Interest
    To receive any declarations from Members / Officers of personal and / or prejudicial interests in respect of matters for consideration at this meeting, together with the appropriate statement on the nature of any such declared interests which are required to be published in the minutes of this meeting
  3. Items Requiring Urgent Attention
    3(a) Items Requiring Urgent Attention
    If there is any urgent business arising since the formal agenda was published, the Chair will announce this and give reasons why he/she has agreed to consider it at this meeting.
    3(b) Items to be taken under Urgency Procedures
    As a result of the decisions taken at the Police Authority meeting of 16 December, 2011, in relation to Business Planning, items which require decisions before the next scheduled meeting of the relevant committee will be brought to the Strategic Planning and Co-ordination Committee for consideration; decisions made will be notified to the Police Authority. 
    • Item 12 (Estates Programme) will be considered in Part 2 as the next meeting of the Resources Committee is not scheduled until 18 May, 2012.

  6. Strategic Planning and Co-ordination Committee Risk Register
    As part of the Authority’s risk management processes each Committee has been developing a risk register. This report provides an outline of how the risk register for the Strategic Planning and Co-ordination has been developed and presents a draft risk register for consideration.

  8. Consideration to Exclude the Press and Public

  9. Estates Programme
    This report presents recommendations for consideration in relation to items in the Estates Programme which require decisions before the next meeting of the Resources Committee.
  10. Chief Officer Performance and Development Reviews
    This report deals with issues relating to Chief Officer Performance and Development reviews and invites the engagement of Police Authority Members in the process.  
  11. Job Evaluation - Report to follow
    This report continues a series of updates to keep Members informed of progress in relation to the Job Evaluation Project. 
  12. Update on the Devon and Cornwall Constabulary Change Programme
    This report updates members in respect of activities within the 2012 Change Programme
