Full Authority Meeting

A meeting of the Devon and Cornwall Police Authority will be held on Friday 18 September 2009, at 10:00hrsin the Amenity suite, Police Headquarters, Middlemoor, Exeter to which you are requested to attend, to consider the items as detailed on the Agenda given below.

This meeting will be broadcast live on the Internet and recorded for future viewing.

Any papers listed as "to follow", urgent items or supplementary papers will be made available as soon as possible and in any event at least 30 minutes before the start of the meeting.

    Performance Management Committee Brief update from the meeting held on 9 September 2009. Oral report.

    - Report of the Chief Constable.
    Summarises the performance activity of the Devon & Cornwall Constabulary to meet targets set by the Authority in its Annual Plan and uses iQuanta to benchmark with most similar forces.
  8. Police Authority Disability Equality Scheme
    The Police Authority first published a Disability Equality Scheme in May 2006; this updated Equality Scheme will include a review of the earlier action plans; build on work already undertaken; incorporate new information and establish this within a risk management framework.

  9. Annual Governance Report by the Audit Commission
    The District Auditor issues an annual governance letter regarding the way in which the Authority conducts its business. This is the final version of the report on the Audit work for 2008-09. This item will be considered by the Corporate Governance Committee at its meeting on 11 September and the committee's recommendations will be reported orally to the Authority.
  10. Agreement for the establishment of a Joint Committee for collaboration in Policing for the South West of England
    The Chairs' Committee has considered a draft agreement for the establishment of a Joint Committee for collaboration in Policing in the South West of England.This report recommends the Authority approve the agreement in principle.Report to follow.
  11. Independent Custody Visiting Report
    Report summarising the output from independent custody visiting for the period 1st January to 30th June 2009.
  12. Carers' Allowance for Members
    Report from the Treasurer recommending that appropriate changes be made to the current Carers' Allowance scheme for Members. This report has been considered by the Chairs' Committee and is recommended for approval.

    This paper contains a brief update on key components of the programme including the Procurement for a Process Command & Control solution This item includes a proposal from the Sponsor Group of the Core Development Programme recommending, subject to final clarification, that the Police Authority award the contract for the Command and Control solution to the preferred supplier. Report to follow.
