Full Authority Meeting

A meeting of the Devon and Cornwall Police Authority will be held on Friday 17th September 2010, at 10:00hrs in the Amenity suite, Police Headquarters, Middlemoor, Exeter which you are requested to attend, to consider the items as detailed on the Agenda given below.
This meeting will be broadcast live on the Internet and recorded for future viewing.
Any papers listed as "to follow", urgent items or supplementary papers will be made available as soon as possible and in any event at least 30 minutes before the start of the meeting.

- Apologies for Absence
To receive apologies for absence from Members unable to attend the meeting.
- Declarations of Interest
To receive any declarations from Members / Officers of personal and / or prejudicial interests in respect of matters for consideration at this meeting, together with the appropriate statement on the nature of any such declared interests which are required to be published in the minutes of this meeting.
- Items Requiring Urgent Attention
If there is any urgent business arising since the formal agenda was published, the Chair will announce this and give reasons why he/she has agreed to consider it at this meeting.
- Chairman's Announcements
The Chairman will announce any matters of information for Members of the Authority. There is no discussion and no decisions will be required arising from the announcements.
- Questions from Members raised under Standing Order No.6
The Authority's Standing Order No 6 permits a Member to ask 1 question and 1 supplementary question of the Chairman relating to the business of the Authority and which is not referred to on the Agenda. Such questions should be notified to the Chief Executive at least 3 clear days before the meeting unless it relates to an urgent matter. Every question is asked orally and answered without discussion

Summarises the performance activity of the Devon & Cornwall Constabulary to meet targets set by the Authority in its Annual Plan and uses iQuanta to benchmark with most similar forces.

- Chief Constable's Report
This new format report is more focused on major relevant strategic issues since the last Police Authority Meeting. To ensure the information is up to date, this report will be issued 24 hours before the meeting.
- Annual Governance Report by the Audit Commission and Statement of Accounts for Year Ending 31st March 2010
Annual Governance Report from the District Auditor that contains the audit opinion on the Annual Financial Statements, letter of representation and recommendation concerning the authorisation of the Statement of Accounts for the Year Ending 31 March 2010 for issue. ?Report to follow.
Working Groups (1 relating to committee structure and 1 to the other areas of the Constitution) have been considering what changes are required to ensure the continued effectiveness of the Authority. A revised draft Constitution and revised draft committee terms of reference will be presented to the Corporate Governance Committee for consideration on 14 September 2010 and their recommendations will be tabled at the Authority meeting.

- Regional Collaboration Update
Update report on the work of the Police Authority Joint Committee and Regional Collaboration. Report to follow
- Devon and Cornwall Police Authority's response to government consultation on "Policing in the 21st Century: Reconnecting Police and the People"
This paper provides the Devon and Cornwall Police Authority's response to the Government's "Policing in the 21st century: Reconnecting police and the people" consultation paper. This position paper will be provided to the Association of Police Authorities, the Association of Police Authority Chief Executives, all eight local Community Safety Partnerships and will be published on our website.
- Devon and Cornwall Police Authority Single Equality Scheme
The draft Single Equality Scheme and action plan had been developed following work by the Diversity and Equality Working Group and the wider Authority Membership in early 2010. A three-month period of public consultation has now come to an end and the Diversity and Equality Working Group received a report at their last meeting (18 August 2010) detailing the outcomes of the public consultation and making recommendations for amendment to the Scheme and the supporting action plan. The recommendations were accepted, with some minor amendments, and the Group now presents the Scheme to the full Police Authority for approval.

- Indemnity Policy
The Authority's policy regarding indemnity has been reviewed in order to make sure that appropriate cover can be provided to Members working within the regional collaboration framework and also to the various independent members appointed by the Authority to serve on the Standards Committee and on misconduct panels. The report and policy are due to be considered by the Corporate Governance Committee on 14 September 2010 and their recommendations will be tabled at the Authority meeting. Report to follow.

- Police Authority Annual Report
Asks that the Police Authority approves the Devon and Cornwall Police Authority Annual Report 2009/2010.

- Job Evaluation Governance Arrangements
Report recommending the Police Authority's governance arrangements for the Job Evaluation project.
Access to Police Headquarters is restricted and all visitors are requested to report to the Main Reception. Car parking facilities on site are limited. Provision for disabled parking is available. It is advisable to contact the main switchboard in advance on 101.
